个人简历

19917月毕业于西北大学国民经济管理系,获管理学学士学位, 19967月获西北大学经济管理学院经济学硕士学位。19994月获德国学术交流中心(DAAD)博士研究生奖学金赴德深造,200312月获德国吉森大学农业经济学博士学位。曾在陕西省发改委工作十余年,具有丰富的政府决策及实践项目管理经验。怀着对教书育人事业的崇敬以及对科研工作的热爱,2008年自陕西省发改委调入陕西师范大学工作至今,2009-2010入选美国富布莱特研究学者,2012年当选西安市第十三届政协委员。

 

研究工作简介:

方兰教授长期以来从事中国水资源管理及环境政策方面的研究工作,对西北地区农业水资源利用效率及相关政策的影响进行了多角度的深入研究,她的英文专著 A Spatial Model (SWAM) for Water Efficiency and Irrigation Technology Choices- A case study from Northwestern China》(2004)是她在这一阶段研究成果的集中体现。 随着中国经济迅速发展对自然资源及生态环境造成的严重破坏及频繁出现的生态危机,近年来她的研究领域拓展至流域管理、资源和环境价值评估以及生态系统和生物多样性经济学领域,其研究成果也得到了国际和国内同行的高度重视和认可。2009年她作为美国富布莱特研究学者在加州大学河滨分校与世界著名水资源经济学家Ariel Dinar博士合作,就美国加州的水资源管理体制进行合作研究;2010-2011年与德国环境经济学家就中国西北灌溉农业项目与农户福利影响进行合作科研;2012年受英国牛津大学邀请,就中国主要河流的流域管理政策及效应进行学术交流与演讲。2012年先后三次受邀作为中国环境科学研究院中方专家参加中德生态系统及生物多样性经济学国际研讨会。目前她主持和参与完成国家、教育部、省及国际合作项目多项,在《数量经济技术经济研究》、《Water Policy》等国内外知名学术期刊上发表论文多篇。除了学术研究,她积极参与社会服务。2012年先后被聘为陕西省人民政府研究室特聘研究员及西安市决策咨询委农业及生态文明专家组成员。
